Framework Direct Licence

Users may licence digital map data directly from Ordnance Survey under the terms of the Framework Direct Licence (FDL).  This defines the overarching terms and conditions of the commercial relationship between the user and Ordnance Survey.  It also sets out the rights of access and use of the data granted by the licence.

The FDL is an open ended annual licence available for periods of one (and, in the case of OS MasterMap, for periods of two or three years also) and subject to annual licence royalty payments, and may be renewed or extended as required.

Data licensed under the FDL is offered on Standard Licensed Use terms.

This entitles the licensee to:

  • hold the data within a computer system and to make security copies of it
  • to access and view the data on one or more computer terminal screens (according to the banding of number of terminals agreed for within each licence)
  • make hard copies (plots) directly from the data
  • create other user derived data from, with reference to or by inference from the licensed data
  • use the data internally within the licensee’s business (but not to include it in any product or service), including inclusion of the data within business reports and documents sent to others in connection with the internal business of the licensee
  • use the data for Statutory purposes where there is an explicit obligation within the relevant statute to use Ordnance Survey material
  • use the data for static display and promotion including within the licensee’s web-sites (provided that such display and promotional material does not directly generate financial or commercial gain).
  • use of Ordnance Survey data within any professional services provided by the customer to their clients. This is not available to excluded bodies (as defined in Standard Licensed Use). 

A separate Product Schedule is implemented for each product to be licensed.  This describes the product-specific aspects of terms and conditions, access and use rights, annual royalties etc.  It will also define the maintenance regime applicable to each product.

Minimum values may apply to individual data orders, invoice values and, in the case of OS MasterMap, annual contract values.
