GPC transactions and policy

I am writing to obtain information about the use of payment cards issued to staff by your organisation. To outline my query as clearly as possible, I am requesting:

1.     A list of every transaction made using payment cards where the transaction date occurred during the financial years:
a.  2009-10
b.  2010-11

Please include, for each transaction, the transaction date, vendor name, transaction amount and any category recorded by either the payment card issuer or your organisation.

2.     Any policies and procedures relating to the proper use and misuse of payment cards and monitoring of their use.

3.     All details relating to all instances of misuse of payment cards during the financial years 2009-10 and 2010-11. For each instance, please include:
a.     transaction date
b.     vendor name
c.     transaction amount
d.     item purchased
e.     reason the transaction was not a proper use of the payment card
f.      disciplinary action taken
g.     if your organisation required the amount to be repaid
h.     if the amount was repaid

Thank you for your e-mail dated 9th June 2011 and clarification e-mail of the 10th June 2011. I can confirm that Ordnance Survey holds this information.

The transaction details outlined in your paragraph (1) above are contained in the first attached spreadsheet. 

In response to paragraph (2) above, we attach a copy of our GPC (Government Procurement Card) User Guide which sets out our policy on use.

Details of transactions requested in your paragraph (3) above are provided in the second spreadsheet.  In these instances the card holder used the payment card for personal transactions in error, and all monies were re-paid to Ordnance Survey when this was identified.

We have determined that the Public interest test (section 17 FOIA) is not a consideration in this instance as the requested information has been provided.
