Further historic, forgery and photography questions

Please respond to the following questions under Freedom of Information in relation to my previous requests:
1. I trust that none of the above locations [deposit libraries] you refer me to above will have copies of the attached forged mapping?
2.On your second point:‘I also await an answer to how the survey’s aerial photograph differs from Google Earth’s satellite and terrestrial photography
3. I trust that you will initiate an investigation into these forgeries of the Survey’s mapping as forgery is a criminal offence which, unfortunately, xxxx Police does not recognise.

Thank you for your (incorrectly dated) letter, received by Ordnance Survey on the 28th July 2011, we respond as follows:

1. Ordnance Survey does not hold this information.  As we have previously advised, we no longer have a historic map archive, and you would need to contact the previously notified libraries in order to determine what information they hold.

2. We do not believe you have previously asked us for information on this subject.  Ordnance Survey does not hold any recorded information in relation to this issue.    However, we can advise you that aerial photography will differ depending on the date of capture, whether it is a comparison between Ordnance Survey data or Ordnance Survey and third party data.  We are unable to comment further as we have no knowledge of the capture specification of Google Earth nor their capture method/process.

3. In relation to your final point, I refer you to my previous correspondence of the 16th May 2011, under reference: FOI11162. In this letter, I advised you of our position on the duty to investigate potential breaches of licensing which took place some years ago. 

I also advised in this same letter that Ordnance Survey had spent a considerable amount of time responding to your correspondence on this issue over several years, and that we are not prepared to allocate any further resource to it.

We now consider your requests to be vexatious under Section 14 (1) of the FOIA for the reasons below.  As a result, we are not obliged to respond to you further in relation to this issue.

This decision is based on the high volume and frequency of correspondence received from you over time, and having considered the context and history of your numerous requests.  
You have written on the same matter to more than one officer at Ordnance Survey (whilst copying in many other organisations) with complex, often unclear, detailed and overlapping requests.  Each response from us has lead to further requests which often relate to information you have already seen or which has been provided.  The requests appear to be of an obsessive nature, reopening issues which have already been considered and relating to an issue which, having arisen many years ago, seems highly unlikely ever to be resolved to your satisfaction.  

Furthermore, responding to your requests is creating a significant burden of ‘expense and distraction’ to Ordnance Survey and to the staff dealing with them on a regular basis, and who are therefore unable to attend to their core functions.
