Thank you for your e-mail of 21st October 2012 requesting:

‘All information held by the Ordnance Survey regarding representations made by Surrey County Council since 2011 as to representation of the routes shown in my original list [omitted] on Ordnance Survey maps as ORPA.’

I confirm that Ordnance Survey does hold some of the information you have requested. The information we hold is detailed below.  This information is supplied as an extract of correspondence between Surrey County Council and Ordnance Survey:

Regarding the list of 22 proposed additions sent - I have the following comments: -

No.7 - D318 Lawrence Lane - Section described not publicly maintainable highway.
No.11 - D392 Mitcheners Lane - This would be only the first 250m of the route (approx).
No.13 - D453 Norheads Lane - Vehicular traffic restricted.
No.16 - D2428 Walton Road -  First 160m of Walton Road (from Tattenham Corner Road) was stopped-up so has no public rights. Remainder subject to TRO prohibiting vehicular use except for access.
No's 18 to 22 - I can confirm that these routes are considered non-maintainable public highways (privately maintained roads over which public rights exist).

The remainder are all recorded as having public rights, and can be shown as ORPA's.

The reason we have provided an extract and are unable to provide a copy of the correspondence as it was received from Surrey County Council in its entirety, is because our employee who deals with Rights of Way has been unable to access their archived documents prior to the 14th February 2012.

This issue of ‘lost’ archived materials seems to be linked to when our employee received a new PC, which may, or may not, have been the problem.

Subsequently, we can only supply to you what is now held. 

The information detailed above was located following an e-mail search, and has been ‘lifted’ from an internal e-mail exchange which took place between colleagues on the 14th February 2012, dealing with your previous correspondence addressed to our Customer Service Centre.

The extract is that of the correspondence we do hold from Surrey County Council and is the only retained information relating to your request.

The FOI Internal Review Officer will not have been involved in the original decision. They will conduct an internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance. 

The FOI Internal Review Officer will either: uphold the original decision, provide additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
