Street works noticing

Utilities, local highways authorities and other bodies are coming under increasing scrutiny and pressures. The Traffic Management Act (TMA) and associated New Roads and Street works Act has tightened up the existing regulatory framework, expanding local authority power to prevent roadworks if the timing and location is inconvenient and created a permit system where utility companies must get written permission for roadworks.

Frameworks

Street works must have a framework created that will manage the interaction between many disparate parties, such as statutory naming and numbering authorities (SNNAs), local authorities, utilities, highway authorities and central government, effectively and efficiently on a UK plc-wide basis.

New technologies are emerging to help enable this. However, if asset data is recorded to different referencing standards, and on different media, its usefulness and reliability may be compromised, leading potentially to inefficiency and delay, which in turn could impact on safety. To meet the requirements of the TMA for more effective inter-organisational communications on street works activities and underground asset location, national consistency is required in the streets reference data currently being used by the nations Highways and Utilities.

Accurate location

The requirement for accurate location is also becoming more and more apparent with the introduction of permit schemes and lane rental at an average of £750 per day, and the introduction of charges in London which could see £25,000 fines per offence jobs need to be better planned and less time will need to be spent on site.
