East Riding of Yorkshire Council has responsibility for the school transportation requirements for 18 secondary schools across what is a predominantly rural, large geographic area. At 2 407 km2 (929.3 square miles), it is the fifth largest unitary authority in England – but has a population of fewer than 600 000. Large, sparsely populated areas often lead to complex school transportation requirements, and East Riding decided to commission a project to look into resolving some of these issues.

As early as 2006, Ordnance Survey’s OS MasterMap® Integrated Transport Network™ and Topography Layers were used by the GIS team to optimise school transport routes plan safe journeys to school and calculate precise catchment areas for admissions for two of their 18 secondary schools.

Savings of £160 000 were declared from this initial work, so a programme to investigate the transport to and from the remaining 16 schools was initiated, tackling the larger schools with complex transport provision requirements first.

The team has now analysed the routing to a further nine secondary schools and annual savings of £336 000 have subsequently been delivered. At four of the schools no improvements were made, indicating that the service delivery for those was already efficient and effective.

Therefore, over the duration of the various ‘Home to School’ contracts, over £1 000 000 of cost savings have been delivered since 2006.

The team plans to finish the work on the remaining secondary schools by September 2012, and this model will be used to deliver savings from other service delivery areas across East Riding of Yorkshire Council.
