Benefits of OSMA

The OSMA started on 1 April 2010, so no matter what part of the public sector you work in within Scotland, you now have access to the same Ordnance Survey products under the same terms.

Key benefits for public sector organisations:

  • Offers a common location data framework for joining up policy and services for the citizen.
  • Reduces duplication
  • Able to make informed decisions, which result in time and cost savings and efficiency improvements.
  • Better planning to meet e-governance targets and initiatives.
  • Improves cross public sector partnerships.

Having all members under the same terms, also means there are no limits to sharing data between organisations, as part of delivering your public sector ‘core business’ activities. This includes sharing data with your contractors and other parties who are working with you on a particular project.

What do we mean by 'Core business'?

 

Core business includes, without limitation;

  • Creating and monitoring policy
  • Operational management of Government
  • Delivering Government business and public services and performing any function required by statute (in each case other than for commercial purposes)


Core business also includes the provision of Government services in electronic form other than for commercial purposes and/or any activities, which are competing activities and where this includes providing licensed data to third parties. This must be subject to an End User Licence or a Contractor Licence.

Simpler licensing will ensure consistent rights for all members.

Data exchange will be better enabled between members, contractors, end users, joint initiatives with England and Wales and infrastructure organisations.
