Data Management and Positional Accuracy Improvement Seminars

AGI and Ordnance Survey

Following on from an initial set of seminars in 2002/03 Ordnance Survey and AGI jointly hosted a 4 seminar roadshow during the month of April. It has become quite clear that PAI and the wider issue of data management cannot be seperated. Although the current PAI programme is a stand alone initiative, due to finish in 2006, the lessons learnt creating processes and proceedures needed to migrate user data will be invaluable for the management of ongoing change.

These seminar were largely aimed at Local Government but neither PAI or the management of change is exclusive to any one sector and attendance was wider than just the target audience. The success of these events was largely due to the quality of the speakers who shared their progress and experience. Ordnance Survey would like to thank all speakers for the amount of effort they put in to make it work. A special thank you goes to Hamish Thomson who presented at all four and represented both Angus Council and the Local Government PAI Working Group. Copies of the presentations are available below  

It was interesting that over the course of all the events a variety of different approaches were being taken. Clearly there is no one right way but to do nothing was unacceptable.

The GIgateway www.gigateway.org.uk  gave an insight into the value of metadata. They made what could be seen as a rather dry subject into something highly relevant. It was heartening to see such an interest taken by those who attended. The importance of good metadata is clearly appreciated........if not always practiced.

Last but not least Ordnance Survey would like to thank the Systems and Service providers. Not only where they exhibiting giving everyone a chance to see what is out there to help manage PAI but their participation in the main proceedings added to the value of debate.

Impacts of Improving the Positional Accuracy of GI Databases
The impact of improving the positional accuracy of today’s geographical data using the latest surveying technologies is the focus of a forthcoming international conference. The event is being held by the pan-European research platform, EuroSDR (European Spatial Data Research – formerly OEEPE) and the Dublin Institute of Technology. It is supported by the Ordnance Surveys of Great Britain and Ireland as well as the International Federation of Surveyors (FIG). The conference, Impacts of Improving the Positional Accuracy of GI Databases, takes place at The Grand Hotel, Malahide, Co. Dublin, on 5th to 7th May, 2004.

PAI and Data Management Forum

Ordnance Survey Business Centre, Wednesday 26 November 2003

Ordnance Survey hosted a Positional Accuracy Improvement and Data Management forum at the Ordnance Survey Business Centre, Southampton on Wednesday 26 November 2003. The forum addressed the need for better management of data with a special emphasis on the management of change.

Time is an essential element in a dataset. The world is constantly changing and both Ordnance Survey and those using Ordnance Survey data are in the game of catch up, always trying to minimise the gap. A dataset captured to the highest quality is soon degraded if it is not maintained.

As well as covering the principles of better data management the forum also looked at the practical elements of how certain organisations are implementing the changes required to bridge the gap caused by the PAI programme.

The opening presentation was given by Robin Waters, representing the AGI, who set the scene for the day.

Martyn Sutcliffe from Aylesbury Vale District Council developed everyone's ideas about managing change in an OS MasterMap environment.

Colin Smith gave a comprehensive insight into how Land Registry have planned for and are implementing a PAI strategy.

In the afternoon Ian Storey explained the Welsh Assembly’s approach to PAI, but also as Chair of the Pan Government Agreement Technical Working Group concentrating on PAI brought everyone up to date with how the Technical Working Group is aiming to promote best practice within Central Government.

Last but not least Carsten Roensdorf from Ordnance Survey spoke about the time element within geographic data and the necessity to manage the gap.

In total 104 people attended, largely from Central and Local Government. The day was enhanced by having a number of system and service providers partaking in the proceedings, 14 of which provided stands demonstrating their approach to PAI.

There was a lot of interest shown by customers who could not make this day. As a result Ordnance Survey and the AGI are now discussing plans to run a number of follow on seminars around the country.

Positional accuracy improvement (PAI) utility sector seminar at Ordnance Survey Business Centre
