Thank you for your email 28 December 2014 requesting information in the form of an Ordnance Survey map of ITN road types in Herefordshire, or in whatever other form it could be produced.
I confirm that Ordnance Survey does hold this information, however, your request falls within the ‘Information accessible to applicant by other means’ exemption under Section 21 of the Freedom of Information Act (FOIA) 2000.
We consider this exemption applies because the requested information is available to the public, as ITN is commercially available either direct from the Ordnance Survey, or alternatively from one of licensed partners.
Whilst there will be a cost to obtain licensed data, section 21 (2) (a) of the FOIA provides that information may be considered reasonably accessible to the applicant even though it is accessible only on payment.

Section 21 is an absolute exemption and no public interest test is applicable.

The FOI internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will normally inform you of the outcome of the review within 20 working days. In exceptional circumstances, this may be extended to 40 working days, in line with the guidance from the Information Commissioner.
The FOI Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or will release further information, if it is considered appropriate to do so.
