Under the freedom of information act I would like the following information on your organisation:

On a yearly basis

  • Number in volume of Credit Card Payments received for payments by your organisation
  • Number in volume of Debit Card Payments received for payments by your organisation
  • Value of Credit Card Payments received for payments by your organisation
  • Value of Debit Card Payments received for payments by your organisation

Break Down of how the payments are processed:

The unit cost of processing:

  • Credit Cards
  • Debit Cards
  • Internet Payment Gateway (per transaction) charge
  • Any ancillary charges associated with taking credit or debit cards

The name of the person in your organisation responsible for managing plastic card payment acceptance.

Thank you for your e-mail of 25 June 2015, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000.

Responding to the specific questions that you have posed I can confirm the following:

1. Number in volume of Credit Card Payments received for payments by your organisation?

Ordnance Survey does hold information which details the number in volume of credit and debit card payments received, but this is exempt from disclosure under Section 12 (1) of the FOIA. Section 12 of the FOIA provides an exemption from our obligation to comply with a request, where the cost of compliance is estimated to exceed the appropriate limit. We believe that the cost of compliance will exceed the appropriate limit as Ordnance Survey only holds this information in a format which would require extensive and largely manual processing. However, under Section 16 of the FOIA, ‘the duty to provide advice and assistance’ we can provide the following information which may assist you in this matter. I can confirm that the total number of credit and debit card payments received by Ordnance Survey for the last full financial year 01/04/14 – 31/03/15 was 60,157.

2. Number in volume of Debit Card Payments received for payments by your organisation?

Ordnance Survey does hold information which details the number in volume of credit and debit card payments received, but this is exempt from disclosure under Section 12 (1) of the FOIA. Section 12 of the FOIA provides an exemption from our obligation to comply with a request, where the cost of compliance is estimated to exceed the appropriate limit. We believe that the cost of compliance will exceed the appropriate limit as Ordnance Survey only holds this information in a format which would require extensive and largely manual processing. However, under Section 16 of the FOIA, ‘the duty to provide advice and assistance’ we can provide the following information which may assist you in this matter. 6. The unit cost of processing:

a) Credit Cards

Ordnance Survey does hold information which details unit cost of processing Credit Card transactions, but this is exempt from disclosure under Section 12 (1) of the FOIA. Section 12 of the FOIA provides an exemption from our obligation to comply with a request, where the cost of compliance is estimated to exceed the appropriate limit.

b) Debit Cards

Ordnance Survey does hold information which details unit cost of processing Debit Card transactions, but this is exempt from disclosure under Section 12 (1) of the FOIA. Section 12 of the FOIA provides an exemption from our obligation to comply with a request, where the cost of compliance is estimated to exceed the appropriate limit.

c) Internet Payment Gateway (per transaction) charge

Ordnance Survey does hold information which details unit cost of processing Internet Payment Gateway (per transaction) charge(s), but this is exempt from disclosure under Section 12 (1) of the FOIA. Section 12 of the FOIA provides an exemption from our obligation to comply with a request, where the cost of compliance is estimated to exceed the appropriate limit.

d) Any ancillary charges associated with taking credit or debit cards

Ordnance Survey does hold information which details unit cost of ancillary charges associated with taking credit or debit cards, but this is exempt from disclosure under Section 12 (1) of the FOIA. Section 12 of the FOIA provides an exemption from our obligation to comply with a request, where the cost of compliance is estimated to exceed the appropriate limit.

7. The name of the person in your organisation responsible for managing plastic card payment acceptance.

The name of the person within Ordnance Survey responsible for managing plastic card payment acceptance is not publicly referenced and as such we withhold this information under Section 40 (2) of the FOIA ‘personal information’.

We consider this exemption applies because the release of employees details constitutes personal data, and is exempt because the release of this information would breach one of the data protection principles, as detailed in Section 40 (3) (a) (i) of the FOIA.

In applying this exemption, we have considered whether disclosure of the personal data in question would be 'fair' (as described in Part II of Schedule 1 to the Data Protection Act). We have also given particular consideration to the likely expectations of the data subject regarding the disclosure of the information.

However, under Section 16 of the FOIA, ‘the duty to provide advice and assistance’ we can provide the following information which may assist you in this matter. The job title of the individual responsible for managing payments of this type is ‘Credit Control Manager’.
