FOI16661– Request for information
Thank you for your email of 4 April 16, requesting the following information from Ordnance Survey in accordance with the Freedom of Information Act 2000:
Contracts/agreements relating to the supply of Gas which may include the following:
- Natural gas supply
- Gas heating/boiler maintenance
- Installation of gas central heating systems
Contracts/agreements relating to the supply of electricity which may include the following:
- Street lighting
- Electricity supply (half hourly)
- Electricity supply (non-half hourly)
- Corporate electricity supply
Contracts/agreements relating to the supply of water which may include the following:
- Supply of water
- Waste water
Contract information - for each of the types of the contract that I am requesting please can you send me the following information. Please remember if there is more than one provider can you please split the contract information up for each individual provider?
- Unique contract key: Please can you provide me with a unique reference quote that relates to each contract.
- Current provider: If there is more than one provider please split the contract information individually.
- Annual average spend: Please can you send me the average spend over the last three years. Approximate spend is also acceptable.
- Contract duration: Duration of the contract/agreement and can you please include any extension periods that could be executed.
- Contract commence date: The date the contract/agreement commenced.
- Contract expiry date: The date the contract/agreement expired.
- Contract description: A brief description of what support/service is involved in the contract.
- Responsible Officer: Who within the organisation is responsible for this contract. Please can you send me the full names, actual job titles, internal contact numbers and the Officer's direct email address.
If there is more than one supplier please split each profile of the above data types for each supplier. E.g. separate spend, expiry date, responsible officer.
I am pleased to provide you with the attached spreadsheet(PDF) with regard to your request. I confirm that Ordnance Survey does hold the information you have requested. Where the information is not held or is exempt from disclosure this is detailed.
Information relating to the contact details of the person who is responsible of the above contract is held by Ordnance Survey but is exempt from disclosure under Section 40(2) of the FOIA 'personal information'.
We consider this exemption applies because the release of: employees names, job titles, work telephone numbers and their own work email address constitutes personal data, and is exempt because the release of this information would breach one of the data protection principles, as detailed in Section 40(3) (a) (i) of the FOIA.
In applying this exemption, we have considered whether disclosure of the personal data in question would be 'fair' (as described in Part II of Schedule 1 to the Data Protection Act). We have also given particular consideration to the likely expectations of the data subject regarding the disclosure of their personal information in this manner.

When Section 40(2) of the FOIA is engaged, and where the release of the requested information would breach one of the Data Protection principles, this constitutes an absolute exemption, and no public interest test is required.

The FOI Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.
The FOI Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
