Our response

I confirm that Ordnance Survey does hold some of the information you have requested and we have provided you with such information below. Where the information is not held or is exempt from disclosure this is detailed.

Who provides the organisations BACS payments and Direct Debit collection software?
Bacs payments collection software is provided by Bottomline Technologies (de) Inc. We do not hold information in relation to Direct Debit collection software because we do not receive Direct Debits.

Please provide a list of your suppliers of the above software.
The supplier of the Bacs payments collection software is Bottomline Technologies (de) Inc.

How you came to the decision to choose these companies?
I can confirm that this information is held. A ‘request for quote’ exercise was undertaken resulting in a contract with the supplier. More information about a ‘request for quote’ exercise may be found in the Guide for Suppliers.

Are these solution(s) hosted on premise or cloud hosted?
The solution is hosted on premise.

Please provide expenditure on computer software used for Bacs payment processing and Direct Debit collection. For financial years 2014/15 and 2015/16.
I can confirm that the total expenditure on Bacs payment processing was £2963 for 2014/15 and £2960 for 2015/16. As stated previously, Ordnance Survey does not receive Direct Debits so information on expenditure in relation to Direct Debit collection is not held.

When does your current contract(s) with BACs payment and direct debit collection software expire?
The contract expires on 30 June 2017.

Will this service(s) be tendered and if so where?
This service will be procured in accordance the Guide for Suppliers.

What is the total value of your current Bacs payment and Direct Debit collection software contract(s) and over what period?
Since 2007, the total value of the current Bacs payment software contract is £26,000. There is no information held in relation to the Direct Debit collection software, as Ordnance Survey does not receive Direct Debits.

With whom does the organisation hold its primary bank account?
Ordnance Survey does hold this information, however it is exempt from disclosure under Section 21 (information accessible by other means) of the Freedom of Information Act(FOIA). Under Section 16 of the FOIA 'the duty to provide advice and assistance' we can advise that the requested information is available on our 'how to pay us' web page.

Does the organisation, acting as a Bureau, provide Bacs processing on behalf of any other organisation?
Ordnance Survey does hold this information. Ordnance Survey provides Bacs processing on behalf of two of its subsidiary companies.

What payments types does the organisation use? (e.g Bacs (Direct Credit), Direct Debit, Faster Payments, etc.).
Ordnance Survey holds this information. The payment types that Ordnance Survey uses are Bacs and Faster Payments.

Who is the person responsible for BACS processing and Direct Debit collection software?
1. Name
2. Position
3.Telephone number
4. Email

Ordnance Survey does hold this information and the position of the person responsible is Finance Operations Team Leader however, because the name, telephone number and email information requested is personal information of a member of staff, it is exempt from disclosure under section 40(2) of the FOIA ‘personal information’.

Section 40(2) – Personal Information
We consider this exemption applies because the release of employees names, telephone numbers or email addresses or information that could be used to identify employees constitutes personal data, and is exempt because the release of this information would breach one of the data protection principles, as detailed in Section 40(3) (a) (i) of the FOIA.

In applying this exemption, we have considered whether disclosure of the personal data in question would be 'fair' (as described in Part II of Schedule 1 to the Data Protection Act). We have also given particular consideration to the likely expectations of the data subject regarding the disclosure of their personal information in this manner.

Public Interest
When Section 40(2) of the FOIA is engaged, and where the release of the requested information would breach one of the Data Protection principles, this constitutes an absolute exemption, and no public interest test is required.
