Thank you for your email of 5 December 2017, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out below:

We are conducting some research on wider public sector print spending and would like to find out the following:

1. What is your total expenditure per annum on print and related activity?
2. Details of the supplier/s used and spend with each.
3. Details of any current in-house print function and value of print produced ‘in house’ vs. outsourced.
4. How much of your total print outsourced spend is procured through Crown Commercial Framework Agreements such as RM 3785 Managed Print and Digital Solutions, RM921 Print Vendor Partner, RM1687 Wider Public Sector Framework, RM 1063 Postal Goods and Services Framework Agreement. If so please provide values.
5. How likely are you to utilise the new RM 3785 Managed Print and Digital Solutions - LOT 2 – Tailored Managed Print Solutions for your future requirements. If not are there any reasons why?
6. Details of when the contract/s were last tendered and when they are due for renewal.
7. Who within the organisation has overall responsibility for Print and Digital Solutions?

Our response

I confirm that Ordnance Survey does hold some of the information you have requested. Where the information is not held or exempt from disclosure this is stated. Taking each request in turn, I confirm the following:

1. What is your total expenditure per annum on print and related activity?
£194,558.28 per annum (average, based on the figures for October 2016 to September 2017, as these are the most recent figures we have).

3. Details of any current in house print function and value of print produced ‘in house’ vs. outsourced.
CBRE Managed Services Ltd (previously Norland Services) provide facilities management services (including general office printing) to Ordnance Survey at Explorer House in accordance with an Agreement incorporating the NEC3 Term Service Contract June 2005. Tendered in 2009/2010 to commence in 2011, this contract expires 21 February 2018.

The ‘value of print produced ‘in house’ vs. outsourced’ is not held.

4. How much of your total print outsourced spend is procured through Crown Commercial Framework Agreements such as RM 3785 Managed Print and Digital Solutions, RM921 Print Vendor Partner, RM1687 Wider Public Sector Framework, RM 1063 Postal Goods and Services Framework Agreement. If so please provide values.
Ordnance Survey does not have any print outsourced spend procured through Crown Commercial Framework Agreements such as RM 3785 Managed Print and Digital Solutions, RM921 Print Vendor Partner, RM1687 Wider Public Sector Framework, RM 1063 Postal Goods and Services Framework Agreement.

5. How likely are you to utilise the new RM 3785 Managed Print and Digital Solutions - LOT 2 – Tailored Managed Print Solutions for your future requirements, if not are there any reasons why?
Please note this is not a valid request for information under section 8 of the FOIA as it does not include a specific request for information. Please note that Ordnance Survey’s future requirements are currently undetermined.

All of our Canon equipment (Multi-functional devices (MFDs) and Print Room equipment) was originally procured under CCS contract RM450 G, tendered in Q1/2 of 2010.

The MFDs part was split off and retendered in Q1/2 2016. The new contract started on 19/3/2016 under Framework Agreement (RM1599) Lot 2. The Print Room equipment was transferred to a contract with Oce.

Ordnance Survey does not hold the information requested in relation to Abbey Labels, Kaoz Print Works Ltd, Kite Packaging, Mosaic Print Management and Print Dimensions Ltd.

7. Who within the organisation has overall responsibility for Print and Digital Solutions?
The information relating to the internal contact details is held by Ordnance Survey but is exempt from disclosure under section 40(2) (personal information) of the FOI Act, as the information constitutes personal data.

Section 40(2) provides that personal data is exempt information if one of the conditions set out in section 40(3) is satisfied. In our view, disclosure of this information would breach the fair processing principle contained in the Data Protection Act (DPA).

In reaching this decision, we have particularly considered:

  • The reasonable expectations of the employees: given their positions, Ordnance Survey considered that none of the individuals would have a reasonable expectation that their personal data would be disclosed
  • The consequences of disclosure; and
  • Any legitimate public interest in disclosure.

Section 40(2) is an absolute exemption and therefore not subject to the public interest test.

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.

The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
