Request

Thank you for your email of 10 January 2018, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out below:

1. Network provider(s) please provide me with the network provider name e.g. EE, Telefonica, Vodafone, Three.

2. Annual average spend - can you please provide me with the average annual spend over the three years. If this is a new contract can you please provide the estimated annual spend.

3. Number of connections - number of connections for each network provider.

4. Duration of the contract - please state if the contract also includes contract extensions for each provider.

5. Contract start date - please can you provide me with the start date of the signed agreement. Please do not provide me with the framework contract date, I require the contract dates of the signed agreement.

6. Contract expiry date - please can you provide me with the expiry date of the signed agreement. Please do not provide me with the framework contract date, I require the contract dates of the signed agreement. If the contract is rolling please state.

7. Contract review date - please can you provide me with a date on when the organisation plans to review this contract.

8. The person within the organisation responsible for this particular contract. Can you send me the full contact details: contact name, job title, contact number and direct email address for each network provider? If full contact details cannot be provided please send me their actual job title.

9. If the mobile phone contract is provided by a managed contract please provide me with the actual name of the network provider along with the number of connections and the internal contact from within the organisation responsible for this contract.

10. Please can you provide me with the latest information - if the organisations are currently out to tender please can you also state the approx. date of the award along with the information above.

11. Also if the contract in the response has expired/rolling, please can you provide me with further information if available of the organisation's plans going forward with regards to mobiles and the current status?

12. If this contract was awarded within the past three months can you please provide me with a shortlist of suppliers that bid on the contract?

Our response

I confirm that Ordnance Survey does hold some of the information you have requested. Where the information is not held or exempt from disclosure this is stated. Taking each request in turn, I confirm the following:

1. Network provider(s) – please provide me with the network provider name e.g. EE, Telefonica, Vodafone, Three.
Vodafone and Orange.

2. Annual average spend – can you please provide me with average annual spend over the three years. If this is a new contract can you please provide the estimated annual spend.
Vodafone: £177, 828.23.
Orange: £45,000.

3. Number of connections – number of connections for each network provider
Vodafone: 1,017 connections.
Orange: 27 connections.

4. Duration of the contract – please state if the contract also includes contract extensions for each provider.
Vodafone: Rolling 30 day contract.
Orange: Rolling 30 day contract.

5. Contract start date – please can you provide me with the start date of the signed agreement. Please do not provide me with the framework contract date I require the contract dates of the signed agreement.
Vodafone: No current signed contract.
Orange: No current signed contract.

6. Contract expiry date – please can you provide me with the expiry date of the signed agreement. Please do not provide me with the framework contract date I require the contract dates of the signed agreement. If the contract is rolling please state.
Vodafone: Rolling 30 day contract.
Orange: Rolling 30 day contract.

7. Contract review date – please can you provide me with a date on when the organisation plans to review this contract.
Vodafone: Currently under review.
Orange: No plans to review.

8. The person within the organisation responsible for this particular contract. Can you send me the full contact details contact name, job title, contact number and direct email address for each network provider? If full contact details cannot be provided please send me their actual job title.
The information relating to the contact name, contact number and direct email address is held by Ordnance Survey but is exempt from disclosure under section 40(2) (personal information) of the FOI Act, as the information constitutes personal data.

Section 40(2) provides that personal data is exempt information if one of the conditions set out in section 40(3) is satisfied. In our view, disclosure of this information would breach the fair processing principle contained in the Data Protection Act (DPA).

In reaching this decision, we have particularly considered:

  • The reasonable expectations of the employees: given their positions, Ordnance Survey considered that none of the individuals would have a reasonable expectation that their personal data would be disclosed;
  • The consequences of disclosure; and
  • Any legitimate public interest in disclosure.

Section 40(2) is an absolute exemption and therefore not subject to the public interest test.

I can confirm the job title for the persons responsible for the Vodafone and Orange contracts is the Supplier Relationship Manager.

9. If the mobile phone contract is provided by a managed contract please provide me with the actual name of the network provider along with the number of connections and the internal contact from within the organisation responsible for this contract
Not applicable, not provided by a managed contract.

10. Please can you provide me with the latest information – if the organisations are currently out to tender please can you also state the approx. date of the award along with the information above.
Please see our responses above which provides the latest information.

11. Also if the contract in the response has expired/rolling please can you provide me with further information if available of the organisations plans going forward with regards to the mobiles and the current status?
Vodafone: The intention is to renew the contract.
Orange: The intention is to retain this service on a rolling 30 day contract, as a supplement to the Vodafone contract for geographic coverage reasons.

12. If this contract was awarded within the past three months can you please provide me with a shortlist of suppliers that bid on the contract.
Not applicable, no contract has been awarded in the past three months.

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.

The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
