Telephony and network contracts

Request

Thank you for your email of 10 August 2018, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out in the extract below:

I want to submit a freedom of information request for the following information relating to telephony and networks services.

If there is more than one supplier for each of the contracts below, please can you provide me with the contract data for each of the supplier including, spend, contract dates, type of lines and number of sites.

Contract 1
1. Current lines (analogue, ISDN VOIP, SIP etc.) provider. Please can you provide me with the name of the supplier for the contract.
2. Fixed line - contract renewal date. Please provide day, month and year (month and year are also acceptable). If this is a rolling contract please provide me with the rolling date of the contract. If there is more than one supplier please split the renewal dates up into however many suppliers.
3. Fixed line - contract duration - the number of years the contract is for each provider.
4. Type of lines. Please can you split the type of lines per each supplier? PTSN, Analogue, SIP.
5. Number of lines. Please can you split the number of lines per each supplier? SIP trunks, PSN Lines, analogue lines.

Contract 2
6. Minutes/landline provider - supplier’s name (NOT mobiles). If there is no information available please can you provide further insight into why.
7. Minutes/landline contract renewal date. Please provide day, month and year (month and year is also acceptable). If this is a rolling contract please provide me with the rolling date of the contract.
8. Minutes/landline monthly spend - monthly average spend for each provider. An estimate or average is acceptable.
9. Minutes/landlines contract duration - the number of years the contract is with the supplier.
10. Number of extensions. Please state the number of telephone extensions the organisation currently has. An estimate or average is acceptable.

Contract 3
11. Fixed Broadband Provider- Please can you provide me with the name of the supplier for the contract.
12. Fixed Broadband Renewal Date- please provide day, month and year (month and year are also acceptable). If this is a rolling contract please provide me with the rolling date of the contract. If there is more than one supplier please split the renewal dates up into however many suppliers
13. Fixed Broadband Annual Average Spend- Annual average spend for each broadband provider. An estimate or average is acceptable.

Contract 4
14. WAN provider. Please provide me with the supplier for each contract if there is no information available please can you provide further insight into why.
15. WAN contract renewal date. Please provide day, month and year (month and year are also acceptable). If this is a rolling contract please provide me with the rolling date of the contract. If there is more than one supplier please provide me with the renewal date for each supplier.
16. Contract description. Please can you provide me with a brief description of each contract.
17. The number of sites. Please state the number of sites the WAN covers for each contract. Approx. will do.
18. WAN annual average spend. Annual average spend for each WAN provider. An estimate or average is acceptable.
19. If the above WAN contract is not in relation to N3/HSCN can you please provide me with details on when the Trust is planning to migrate to the HSCN contract.
20. Internal contact. Please can you send me there full contact details including contact number and email and job title for all the contract above.

If there is more than one supplier for each contract please can you separate the contract dates and spend for each supplier. Also if no information can be provided for each of the key data types please explain why there is no information.

Our response

I confirm that Ordnance Survey does hold the information you have requested. A copy of the information, which can be disclosed, is attached in the telephony and network services spreadsheet (xlsx).

Where the information is not held this is stated in the spreadsheet. Information which is exempt from disclosure is explained below:-

In relation to question 20 the contact number and email address is held by Ordnance Survey but is exempt from disclosure under section 40(2) (personal information) of the FOI Act, as the information constitutes personal data.

Section 40(2) provides that personal data is exempt information if one of the conditions set out in section 40(3) is satisfied. In our view, disclosure of this information would breach the data protection principles contained in the General Data Protection Regulations and Data Protection Act 2018

In reaching this decision, we have particularly considered:

  • the reasonable expectations of the employees: given their positions, Ordnance Survey considered that none of the individuals would have a reasonable expectation that their personal data would be disclosed;
  • the consequences of disclosure; and
  • any legitimate public interest in disclosure.

Section 40(2) is an absolute exemption and therefore not subject to the public interest test.

Internal review

Your enquiry has been processed according to the Freedom of Information Act (FOIA) 2000. If you are unhappy with our response, you may request an internal review with our Internal Review Officer by contacting them, within two months of receipt of our final response to your FOI request, as follows:

Please include the reference number above. You may request an internal review where you believe Ordnance Survey has:

  • Failed to respond to your request within the time limits (normally 20 working days)
  • Failed to tell you whether or not we hold the information
  • Failed to provide the information you have requested
  • Failed to explain the reasons for refusing a request
  • Failed to correctly apply an exemption or exception

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.

The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.

Appeal to Information Commissioner's Office (ICO)
If, following the outcome of the internal review you remain unhappy with our response, you may raise an appeal, within three months of receiving our response, with the Information Commissioner’s Office.
