Powys County Council maintains 5,500km of roads, including many narrow country lanes, across an area of almost 5,200km2. It also manages 32 winter gritting routes and about 300 waste collection rounds.

To deliver improvements while becoming more efficient, the council has brought these activities together. They’re underpinned by a single highways data set, based on detailed and accurate OS MasterMap® Topography Layer and Integrated Transport Network™ (ITN) Layer data.

What were the challenges?

  • Cuts in government funding – £27 million for the Council over the next three years.
  • Working out the right number and size of vehicles needed for refuse, recycling and gritting.
  • Modelling services based on the existing assets, workforce and delivery points – and working out what to change.
  • Keeping residents up to date about council services.

What was the solution?

The development and continued refinement of the data sets is enhancing our ability to efficiently manage our network for a range of services, from Winter Maintenance and Street Cleansing to Gully emptying and our Highways Asset Management Plan. Improving the customer experience for our residents and visitors now and for the future.

Powys County Council used a combination of Pitney Bowes MapInfo GIS, Higher Mapping Solutions RouteFinder and Aligned Assets iManage. Data sources include collection information for all properties across the county, the Highways Register’s List of Streets, the Local Street Gazetteer and the council’s Highways Inspection and Structures databases.

Council staff used OS MasterMap Topography Layer and ITN Layer to calculate the carriageway widths for the whole of Powys, at five-metre intervals, and a minimum, maximum and average width for each ITN road section. Each measurement was referenced to an OS MasterMap topographic identifier (TOID®). This let the council work out how many vehicles of each size it needs to deliver its refuse, recycling and winter gritting contracts.

What were the outcomes?

  • Carriageway widths are now an essential attribution for visualisation and data.
  • An extra 10-15% savings are forecast for routing services across Powys.
  • This scalable solution also lets the council provide a more accurate highways asset value to the Treasury.
  • Customers can view their property and look up bin collection days online.
  • The council can now build a comprehensive highways data asset register. This will support its Highways Asset Management Plan and enhance Whole Government Accounts reporting.
  • Road junctions and cul-de-sacs can be identified to provide a standard geometry that improves the Local Street Gazetteer.
