Skidding accidents can be deadly. Walsall Metropolitan Borough Council (WMBC) knew that minimising the risk of skidding could save lives.

Using Public Sector Mapping Agreement data from OS, the council, in partnership with the West Midlands authorities, created a bespoke Skid Priority System to now pinpoint roads warranting further investigation and prioritise safety measures where needed.

What were the challenges?

  • Identifying locations where accidents with skidding as a contributory factor have occurred and are likely to occur in future.
  • Merging existing Walsall Council GI department data with additional information from external organisations to pinpoint accident hotspots – and why they happened – to best effect.
  • Developing a single GIS-based system to bring together various data sourcesin a user-friendly way.
  • Making the most efficient use of engineers’ time.

What was the solution?

Collaborative working between the seven West Midlands’ authorities and our private sector partners has been key to our success. We acknowledge at the highest level the major part sharing information and improving service delivery to our customers.

A joint West Midlands commission was launched. Utilising the OS MasterMap Integrated Transport Network Layer, a GIS-based bespoke Skid Priority System was developed by Marsh Associates. A data integration process analyses highways skid data and allows it to be merged with police accident data.

The resulting information was then mapped against OS MasterMap Topography Layer data, allowing the council to easily identify problem roads at a glance.

What were the outcomes?

  • Thought to be the most analytical skid deficiency process in the UK.
  • An end to complex, manual skid risk assessments.
  • Reduces the engineer’s data processing time from two weeks to half a day.
  • Enables information sharing, ensuring all involved have access to the same data.
  • Identifies a priority list of locations warranting further investigation so that safety measures can be put in place accordingly.
  • Saves the council around £3,700 every year in identifying where accidents are caused.
