This Freedom of Information request asks for details about our catering contract.

Thank you for your email of 3 April 2019, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out in the extract below:

  1. Is a catering restaurant or café provided on the premises?
  2. What are the addresses of the buildings in which restaurant or café is located?
  3. Who is the current incumbent of the catering contract?
  4. What is the catering value? (Or is it nil subsidy?)
  5. Are the catering facilities shared with another government department?
  6. When are the catering services contract due for re tender?
  7. How will it be re tendered?
  8. Is the contract part of a PFI?
  9. Is it part of an FM contract (if so, what services are also included in the contract?)
  10. Who provides the other soft FM services?
  11. When will the tender notice be issued?
  12. When is the tender due for release?
  13. Is it on CCS Framework?
  14. Who in the government department is responsible for the management of the contract?
  15. How many people are there on site per day? 

Our response

I confirm that Ordnance Survey does hold some of the information you have requested. Where the information is not held this is stated.

Taking each request in turn, I confirm the following:

  1. Is a catering restaurant or café provided on the premises?
    Yes
  2. What are the addresses of the buildings in which restaurant or café is located?
    Explorer House, Adanac Drive, Southampton.
  3. Who is the current incumbent of the catering contract?
    Baxter Storey (subcontracted via CBRE)
  4. What is the catering value? (Or is it nil subsidy?)
    Nil subsidy
  5. Are the catering facilities shared with another government department?
    No
  6. When are the catering services contract due for re tender?
    June 2020 or 2021. This will depend on extension options and strategy adopted as linked to wider FM contract.
  7. How will it be re-tendered?
    Information not held. This will depend on whether the contract is extended until 2021 and the strategy adopted.
  8. Is the contract part of a PFI?
    No
  9. Is it part of an FM contract (if so, what services are also included in the contract?)
    Yes, all FM (security, cleaning, M&E, ground maintenance, post, print)
  10. Who provides the other soft FM services?
    CBRE
  11. When will the tender notice be issued?
    Information not held. This will depend on whether the contract is extended until 2021
  12. When is the tender due for release?
    Information not held. This will depend on whether the contract is extended until 2021
  13. Is it on CCS Framework?
    Not currently
  14. Who in the government department is responsible for the management of the contract?
    Ordnance Survey
  15. How many people are there on site per day?
    Circa 600

Internal review

Your enquiry has been processed according to the Freedom of Information Act (FOIA) 2000.  If you are unhappy with our response, you may request an internal review with our Internal Review Officer by contacting them, within two months of receipt of our final response to your Freedom of Information (FOI) request, as follows:

Please include the reference number above. You may request an internal review where you believe Ordnance Survey has:

  • Failed to respond to your request within the time limits (normally 20 working days)
  • Failed to tell you whether or not we hold the information
  • Failed to provide the information you have requested
  • Failed to explain the reasons for refusing a request
  • Failed to correctly apply an exemption or exception

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.

The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
