First aid training and contract information

This Freedom of Information request asks for details of our first aid training and contract.

Thank you for your email of 13 February 2019 requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out in the extract below:

  1. Does your organisation use internal trainers to run first aid courses? YES/NO
  2. Does your organisation buy in external providers to deliver first aid courses? YES/NO
  3. If the answer to Question 2 is yes, what criteria are used to select the training provider?
  4. Does your organisation have any contracts/tenders relating to first aid training? YES /NO
  5. If the answer to Question 3 is YES are these contracts/tenders relating to first aid training part of a larger contracts/tender? YES/NO
  6. If you have any tenders relating to first aid training what is the value of these tenders, particularly the first aid element of these contracts/tenders?
  7. What areas of first aid training are covered? First Aid at Work / Emergency First Aid at Work / AED training / Paediatric First Aid / Sports First Aid / Refresher training
  8. If you have any contracts/tenders relating to first aid training, where are these tenders advertised?
  9. For each of the contracts/tenders which include first aid training, what is the renewal date for the tender process?

Our response

I confirm that Ordnance Survey does hold some of the information you have requested. Taking each request in turn, I confirm the following:

1.Does your organisation use internal trainers to run first aid courses?

No.

2. Does your organisation buy in external providers to deliver first aid courses? 

No. Ordnance Survey has a Health and Safety contract, first aid forms part of this contract, the supplier of which provides training on first aid and acts as our competent person and adheres to the Health and Safety Executive.

3. If the answer to Question 2 is yes, what criteria are used to select the training provider? 

Not applicable

4. Does your organisation have any contracts/tenders relating to first aid training? 

As detailed in our response to question 2 I confirm first aid training forms part of the Health and Safety contract.

5. If the answer to Question 3 is YES are these contracts/tenders relating to first aid training part of a larger contracts/tender? 

Yes, as detailed above first aid training forms part of the Health and Safety contract.

6. If you have any tenders relating to first aid training what is the value of these tenders, particularly the first aid element of these contracts/tenders?  

I confirm the value of the Health and Safety contract is £40K per annum, of which first aid training makes up between £1K - £2K per annum.

7. What areas of first aid training are covered? 

First Aid at Work, Emergency First Aid at Work, Refresher training and Defibrillator training.

8. If you have any contracts/tenders relating to first aid training, where are these tenders advertised? 

The Health and Safety contract, which first aid training forms part of is advertised under the CCS Framework.

9. For each of the contracts/tenders which include first aid training, what is the renewal date for the tender process? 

The Health and Safety contract is due for renewal in April 2023

Internal review

Please include the reference number above. You may request an internal review where you believe Ordnance Survey has:

  • Failed to respond to your request within the time limits (normally 20 working days)
  • Failed to tell you whether or not we hold the information
  • Failed to provide the information you have requested
  • Failed to explain the reasons for refusing a request
  • Failed to correctly apply an exemption or exception

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.

The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
