Aerial survey information 2013 to 2015

This Freedom of Information request asks for the aerial survey information for 2013, 2014 and 2015.

Thank you for your email of 26 June 2018 requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out in the extract below:

Under Freedom of Information (FOI) guidelines, can you please supply me with details of the aerial surveys captured by and on behalf of Ordnance Survey for all surveys captured since 1 November 2013  to 31 December 2015 inclusive.

That is, the information needed to identify the areas surveyed by grid reference with the dates and scales of the surveys.

Previously we have received copies of the flight diagrams showing centrepoint information with dates and scales and this is the preferred method, which could be supplied by posted disc if easier.

If not available, please supply the information (as previously) as data files in .csv / .xls / or .txt format for each year including the fields KM REF; 10K REF; 5K; FLYING YEAR; FLYING DATE; SCALE.

Our response

I confirm that Ordnance Survey does hold the information you have requested.  

I note from your request your preferred method is to receive the flight diagrams. It is clear the time spent to retrieve the flight diagrams will exceed a period of 18 hours, and we are therefore entitled to refuse to comply with the request, in relation to the flight diagrams, pursuant to section 12(1) of the FOIA (where the authority estimates that the cost of complying with the request would exceed the appropriate limit, which is set at £450 (18 hours).

The flight diagrams are scanned pdf files stored in an internal directory, under the relevant national grid prefix.  There is a vast volume of information contained in this internal directory and a search of the full directory would be required, exceeding the appropriate cost limit.

Ordnance Survey can provide the information you have requested as a data file and a copy of the information, which can be disclosed, is attached in the format you requested.   

Information for the 2013 flying year has not been included since the full 2013 flying year has previously been supplied to you under FOI14481, please find attached a copy of this spreadsheet for your information.  In addition, you have requested ‘scale’ be included in the information provided.  Scale information is not held in the data we are using and to locate, extract and compile this information would exceed the time limit under section 12(1) of the FOIA, as detailed above.

To clarify, the information provided in response to this request is for the 2014 and 2015 flying years and includes: KM Ref, 10K Ref, 5K Ref, Flying year and Flying date.

Internal review

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.

The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
