Thank you for your email of 15 May 2019, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out in the extract below:
Please can you provide files relating to disclosure of actual monthly invoice expenditure (Date, Amount, Supplier & Description) in CSV or XLS format for the period December 2018 to present?
Ideally, I require information covering all levels of expenditure, however, information covering expenditure above £25,000 will suffice if necessary.
Alternatively, if you currently publish the information via your website please can you provide the relevant web page link?
I confirm that Ordnance Survey does hold the information you have requested.
We publish expenditure over £25,000 in our publication scheme on our website under the heading 'What we spend and how'.
In relation to your request for expenditure covering all levels of expenditure we confirm we hold this information however, the time spent dealing with this part of the request will exceed a period of 18 hours. We are therefore entitled to refuse to comply with this part of the request pursuant to section 12(1) of the FOIA (where an authority estimates that the cost of complying with the request would exceed the appropriate limit, which is set at £450 (18 hours).
For the last quarter we have identified 330k individual entries of expenditure, we would be required to manually check each entry to determine if the information contained can be disclosed, for one month we would need to check approximately 110K entries, which we estimate would take over 900 hours. We therefore estimate that to locate, retrieve, extract and compile this information would exceed the appropriate time limit and we are unable to process this part of your request further.

The Internal Review Officer will not have been involved in the original decision. They will conduct an independent internal review and will inform you of the outcome of the review normally within 20 working days, but exceptionally within 40 working days, in line with the Information Commissioner’s guidance.
The Internal Review Officer will either: uphold the original decision, provide an additional explanation of the exemption/s applied or release further information, if it is considered appropriate to do so.
